The superintendent of public instruction shall receive an annual salary of fifteen hundred dollars; but he shall not be allowed any sum for travelling expenses, nor shall he be allowed to appoint any assistant; neither shall any other person make such appointment, the appointee to be paid out of the treasury or educational fund.
