(cH APTER 117 An act to establish graded schools in the city of NewBerne. The General Assembly of North Carolina do enact :
That the money arising from the special assessment herein provided for, collected from the property and polls of colored persons shall, as soon as collected, be paid over to the treasurer of the county of Craven, and held by him, subject to the orders and directions of the board of trustees of said public graded school for the colored children, and the school committee of district number eight in the county of Craven: Provided, said treasurer shall receive as compensation for receiving and holding said money, not exceeding two and one-half per centuin upon the amount so received and held.
