CHAPTER 188 An act to establish a graded school in the town of Monroe. The General Assembly of North Carolina do enact :
That the special assessments thus levied and collected from the taxable property and polls of white persons shall be expended in keeping up agraded public school for white persons of both sexes, between the ages of six and twenty-one years, and the special assessment thus levied and collected from the taxable property and polls of colored persons shall be expended in keeping up a graded school for colored persons of both sexes, between the ages of six and twenty-one years in said town: Provided, that if the special assessment so levied and collected from the property and polls of colored persons shall be insufficient to maiutain and support a graded school for colored persous, then aud in such event the assessment so levied and collected from the taxable property and polls of colored persons shall be exclusively used and expended for the benefit of the public schools of the colored children of both sexes between the ages of six and twenty-one years in said town.
