CHAPTER 238 An act to amend the charter of the town of High Point. The General Assembly of North Carolina do enact:

That no cellar shall be built under any sidewalk in the city or entrance established on the sidewalk whereby the free passage of persons may be delayed, hindered or interrupted, and every offender herein shall forfeit and pay to the city twenty-five dollars for every day the same may remain.
