CHAPTER 451 AN ACT TO ESTABLISH GRADED SCHOOLS AND ELECTRIC LIGHTS IN THE TOWN OF SCOTLAND NECK. The General Assembly of North Carolina do enact:
That it shall be the duty of said board of graded school trustees to establish graded public schools for the white and colored children of said graded school district. And said board of trustees shall appropriate and use the funds derived from said particular taxes, and from other sources, in such manner as may be deemed just to both races, providing equal facilities for each, due regard being paid, however, to the difference in cost of maintaining said school: Provided, that all donations to said school shall be applied as directed by the donors.
