CHAPTER 324 AN ACT TO AUTHORIZE THE CITY COUNCIL OF THE CITY OF HENDERSON TO SUBMIT TO THE PEOPLE OF THE MUNICI- PALITY THE QUESTION OF WHETHER OR NOT THE PROCESS OF FLUORIDATION SHOULD BE UTILIZED IN THE MUNICIPAL WATER SUPPLY. The General Assembly of North Carolina do enact:

The City Council may, in its discretion, submit within two years of the date of this Act the question of whether or not the process of fluoridation may be used in the municipal water supply of the City of Henderson to the voters of said municipality. Such election or referendum shall be held under the election provisions as contained in the Charter of the City of Henderson and shall in substance submit the question of whether the electors of the City of Henderson are for the process of fluoridation in the municipal water supply of Henderson or whether the electors of the City of Henderson are against such process. If a majority of the qualified electors voting in said election are for the use of fluorine in the municipal water supply, then, as a health measure, the process of fluoridation shall be used in such water supply. If a majority of the qualified electors voting said election or referendum are against the fluoridation process, then the same shall not be introduced into the water supply.
