Chapter 231 of the Private Laws of 1927 is hereby amended by inserting therein four new Sections, to be designated as Sections 21, 22, 24, and 25, respectively, and to read as follows: Sec. 21 All candidates for councilman or other elective office, to be voted for at any regular municipal election, shall file notice of candidacy as hereinafter provided. No names shall be placed upon the official ballot for any regular election other than the names of those who have filed timely notice of candidacy as hereinafter prescribed. Sec. 22 Any qualified person desiring to become a candidate for the office of councilman or any other elective office shall, at least ten days prior to the day of election, file with the City Clerk a notice of such candidacy, in substantially the following form: State of North Carolina County of Rowan. Signed :……0..0. os. ice. ate Od BWOMOT 2 : Such notice shall be accompanied by payment to the City Clerk of a filing fee of five dollars ($5.00), to be turned over to the City Treasurer. Sec. 24 Upon the expiration of the time for filing notices of candidacy, the City Clerk shall cause ballots to be printed as herein provided, authenticated with a facsimile of his signature. Upon the ballots, the names of candidates for councilmen, arranged alphabetically, shall first be placed, with a square at the left of each name, and immediately below the list of candidates for councilmen shall be placed the words, Vote for Five. Following these names, likewise arranged in alphabetical order, shall appear the names of the candidates for such other elective offices as may be provided by law, properly designated. The ballots shall be printed upon plain, substantial white paper, and shall be headed: Candidates for election as councilmen (and other offices) of the City of Salisbury, North Carolina, at the regular municipal election, but shall have no party designation or mark whatever. The ballots shall be in substantially the following form: Place a cross in the square preceding the names of the candidates you favor for the respective positions. 113 Official municipal ballot, candidates for councilmen (and other offices) of the City of Salisbury, North Carolina, at the regular municipal election.
