CHAPTER 287 AN ACT TO PERMIT THE BOARD OF COMMISSIONERS OF THE CITY OF ALBEMARLE TO SPEND A POR- TION OF THE REVENUE FROM PARKING METERS. The General Assembly of North Carolina do enact:

The Board of Commissioners of the City of Albemarle is authorized and empowered, annually, in its discretion, to set apart and appropriate from parking meter revenue of the City of Albemarle or from surplus funds of the city not raised by taxation, and not otherwise appropriated, an amount not exceeding $10,000.00 for the purpose of aiding and encouraging the location of manufacturing, industrial and commercial plants in said city, to provide for a community recreation program, the development of white and colored high school bands, the development of a program for city planning, for advertising the advantages and resources of the city, and for such other purposes as will, in the opinion of the board of commissioners, increase the taxable wealth within the city and promote the general welfare of the city and its people, all of which purposes are hereby declared to be public purposes of the city.
