Minutes of Meetings; Adoption of Rules; Provisions of Rules. The Civil Service Commission shall keep minutes of its proceedings and records of its examinations and shall make investigations concerning the enforcement of rules and regulations made by the Commission. The Commission shall have the power to make rules with reference to the classified service of the employees of the City of Raleigh, which rules, among other things, shall provide: (a) For the standardization and classification of all positions and employments in the classified service of the City. Such classification into groups and subdivisions shall be based upon and graded according to the duties and responsibilities and so arranged as to promote the filling of the higher grades, so far as practicable, through promotions. (b) For examinations to ascertain the fitness of all applicants for appointment as employees of the City of Raleigh in such manner and at such time as it may determine. (c) For the creation of eligible lists upon which shall be entered the names of the successful applicants. (ad) For the rejection of applicants or eligibles who do not satisfy reasonable requirements as to age, sex, race, physical condition and moral character or who have attempted deception or fraud in connection with any examination or their application therefor.
