That, subject to a vote of a majority of the qualified voters of the State who shall vote in an election called and held as hereinafter provided, the State Treasurer is hereby authorized, by and with the consent of the Governor and Council of State, to issue and sell, at one time or from time to time, bonds of the State, to be designated State Educational Institutions Capital Improvement Bonds in an aggregate principal amount not exceeding eighteen million, eight hundred ninety-one thousand dollars ($18,891,000), for the purpose of providing funds, with any other funds available therefor, for the construction of needed capital improvements at the States educational institutions and agencies, as follows: 1 State Board of Education ……………. $ 1,539,000 Industrial Education Centers Equipment $ 1,491,000 N.
