CHAPTER 5 An act to appoint a committee to investigate the management of the state penitentiary. The General Assembly of North Carolina do enact :
That the said joint committee be authorized, empowered and directed to inquire into the financial condition of the said state penitentiary, with full power and authority to inquire into and investigate any and ail charges of fraud, negligence, immorality, incompetency and mismanagement on the part of any officers or employees of said state -.penitentiary, and the farms, and institutions in any way connected with, or managed by the officers and employees of said state penitentiary.
