CHAPTER 9 An act for the appointment of commissioners of navigation for Old Top- sail inlet [and] Beaufort harbor. The General Assembly of North Carolina do enact:
The said commissioners shall elect the pilots for said inlet and harbor, and may make such rules and regulations for their government as said commissioners may deem right and proper, not inconsistent with the constitution and laws of this state or of the United States.
