CHAPTER 394 AN ACT TO AMEND THE CHARTER OF THE CITY OF CHAR- LOTTE, AND REVISE THE SAME. The General Assembly of North Carolina do enact:
That in addition to the other modes of collection in this act provided, all taxes due the city, whether general or special, and all assessments for street improvements, or otherwise, may be collected by a civil action in the nature of an action of debt, and all such liens on real estate may be foreclosed in any court having jurisdiction. The assessment rolls of such taxes and assessments shall be taken as prima facie evidence of the statements made therein, and the city shall have the right to become the purchaser at all sales of property for taxes or assessments due it, under judgment or otherwise. It shall be the duty of the mayor to attend such sales to make such purchases, if it be necessary.
