CHAPTER 83 AN ACT TO PROVIDE FOR THE ESTABLISHMENT AND MAINTENANCE OF PUBLIC LIBRARIES. The General Assembly of North Carolina do enact:

That nothing in this act shall be construed to abolish or in anywise abridge any power or duty conferred upon any public library established by virtue of any city or town charter or other special act.
