That section eighteen of the present law be amended to read as follows: The following standards of purity and viability are hereby fixed: Seeds measuring up to the required standard may be labeled and sold as standard seeds, but seeds falling below the required standards of purity and viability may be sold in this State only provided they are properly tagged and labeled as required in sections two, five, and seventeen of this act.
