CHAPTER 262 An act to amend the charter of the town of Clayton. The General Assembly of North Carolina do enact:

That the board of commissioners shall have authority to put and keep at work upon the streets or public grounds of the town any person or persons who may fail to pay any fines, penalties or forfeitures which may have been imposed on such person or persons by the mayor of the town, and the said commissioners shall have authority by the ordinances and by-laws of the town to confine, control and manage such person or persons until the said fines, penalties or forfeitures, together with the cost thereof, shall be fully paid and satisfied, under such rates for labor and board as the commissioners may establish.
