CHAPTER 417 AN ACT TO INCORPORATE THE TOWN OF RICHLANDS IN THH COUNTY OF ONSLOW. The General Assembly of North Carolina do enact:

That the expenses incurred in holding town election shall be borne by the town, and every person shall be allowed to inspect the election returns deposited with the board of aldermen as hereinbefore provided, and also to inspect and examine all journals, records, books, papers and writings in the custody of the board of aldermen, relating to the government of the town and the administration of its affairs in any way connected therewith.
