CHAPTER 424 AN ACT TO AMEND AND CONSOLIDATE THE CHARTER OF THE TOWN OF SMITHFIELD, NORTH CAROLINA. The General Assembly of North Carolina do enact:

That all penalties imposed by law relating to the town of Smithfield, or by this act by any ordinance of the town, unless otherwise provided, shall be recoverable in the name of the Town of Smithfield before the mayor or any tribunal having jurisdiction thereof… :
