CHAPTER 68 AN ACT TO REPEAL ITS PRESENT CHARTER AND LAWS IN CONFLICT WITH THIS ACT, AND TO INCORPORATE THE CITY OF HICKORY. The General Assembly of North Carolina do enact: ARTICLE I. NAME AND RIGHTS.

The registrar and judges of election shall, immediately upon the closing of the polls, publicly count the ballots and ascertain the number of votes cast for each person for the office for which he was a candidate; and they shall forthwith make returns thereof to the city council upon the blank forms furnished by the city manager.
