CHAPTER 1455 AN ACT TO ESTABLISH PLANNING, ZONING, BUILDING REGU- LATIONS, AND SUBDIVISION REGULATIONS POWERS OF THE COUNTY OF CUMBERLAND FOR A DESCRIBED TERRITORY BEYOND THE CORPORATE LIMITS OF THE CITY OF FAY- ETTEVILLE. The General Assembly of North Carolina do enact:

Such regulations shall be made in accordance with a comprehensive plan and designed to promote health and the general welfare, to provide adequate light and air, to prevent the overcrowding of land, to avoid undue concentration of population, to facilitate the adequate provision of transportation, water, sewerage, and other public requirements. Such regulation shall be made with reasonable consideration, among other things, as to the character of the district, and with a view toward encouraging the most appropriate use of land throughout such area.
